Lucene index corrupted if an mef file is uploaded with a blank siteID in info.xml

Lucene index corrupted if an mef file is uploaded with a blank siteID in info.xml

When uploading an mef file via GAST, if the info.xml file contains a blank siteID, eg: <siteID></siteID> the upload is allowed but corrupts the lucene index causing searches for qualifying characteristics of the mef to return an error:

Caution should be exercised to make certain that any mef upload development avoids sending a blank siteID.
